Introduction to the Alliance

Having promulgated its "Medium-Term Development Plan for International Education in Primary and Secondary Schools" in May 2023, the Ministry of Education set up in August of the same year the "Alliance of international education exchange for high schools and lower-level ones" to develop resources for international education exchange and to promote sustainable development of international education, which serves to plan, implement and match matters on international education exchange or trips to Taiwan for foreign high schools and lower-level ones.
Organization hierarchy

The Minister of Education is also the Chairperson of the Alliance, with the Deputy Minister for relevant affairs of the Ministry and the Director of K-12 Education  Administration of the Ministry also serving as the Vice-Chairpersons of the Alliance. That shows Taiwan’s macroscopic vision and administrative  determination in promoting international education. 

Meantime, high school principals with experience in promoting international affairs are appointed to serve as CEO and Deputy CEO of the Alliance; and a total of 11 regional offices (see organization chart) are established to promote the unique attractions of each county/city by sharing regional resources and linking the international education centers of the local governments to highlight the local energy for international educational exchange.

Phases of education involved

High schools and lower-level ones, including the levels of junior high and primary school(K-12), will be the mainstay, as it is hoped to allow international education to take root at early levels and to widen students’ international view as well as to help them embrace an international mind.

Primary lines of promotion

Under the "Medium-Term Development Plan for International Education in Primary and Secondary Schools", the main lines of campaign is to intensify the promotion of international education curricula and to expand international  education exchanges, where, based on the  12-year national education syllabus, efforts will be made to combine the United Nations’ SDGs goals for sustainable development, to develop the contents and activities of international education exchange, to cultivate students’ international literacy and strengthen their international competitiveness.

聯盟 簡介

教育部於2023年5月發布「教育部中小學國際教育中程 發展計畫」,為拓展國際教育交流資源,促進國際教育永續 發展,於同年8月特設「高級中等以下學校國際教育交流聯 盟」,統籌規劃、執行與媒合外國高級中等以下學校來臺進 行國際教育交流或旅行等相關事宜。

組織層級

由教育部長兼任聯盟會長,另由教育部業務權責次長與教育部國教署長兼任副會長二人。由此視之,可見臺灣推動國際教育的宏觀視野及施政決心。
另指派具有推動國際事務經驗高中校長擔任聯盟執行長及副執行長,以及劃設共11區辦事處(詳閱組織圖),藉由區域資源共享及連結各縣市特色景點,點亮地方國際教育交流量能。

教育階段

以高級中等以下學校為主體，包括高中、國中、國小階段(K-12)，期能國際教育向下紮，開拓學生國際視野、培育學生國際情懷。

依據「中小學國際教育中程發展計畫」,以深化國際教育育課程推動及拓展國際教育交流為辦理主軸,以12年國教課網為基礎,結合聯合國SDGs永續發展目標,建構國際教育交流內容與活動,涵養學生國際素養,強化國際競爭力。

Vision of the Alliance

  • The Alliance shall have a “Curriculum-based, interdisciplinary efforts, and applied to exchange” spirit, and highlight the principles of “Cross-cultural exchanges, interdisciplinary integration, cross-organizational cooperation, and cross-regional unification”, rallying the regional offices and the international education centers, as well as joining local governments to plan on and administer pilot themed activities of visit.
  • With the underlying international exchange curricula, our efforts will combine the concept of SDGs, incorporate the international education literacy into the syllabus, and introduce cultural and historical visits, hands-on experiences and guided tours of industrial development in various places; also, to provide empowering workshops at schools of various levels to build capacity for receiving foreign schools of all levels and for international exchanges.
  • We will showcase the cooperative models between the schools of various levels, the local governments and the central agencies, linking them into a network to work together on promoting international education.
  • Through the regional offices within the Alliance as a connecting platform, horizontally linking local governments and international education centers in each county and city, we aim to strengthen international exchange and interaction among schools at the senior high school level and below.

Tasks of the Alliance

  • Review the annual work plans of international educational exchange.
  • Increase international educational exchanges for Taiwan’s high schools and lower-level ones.
  • Serve as the main contact window for international educational exchanges for Taiwan’s high schools and lower-level ones.
  • Arrange and coordinate foreigners to come to Taiwan for international educational exchanges with high schools and lower-level ones.
  • Send selected persons to attend matters on international educational exchanges overseas.

聯盟願景

  • 秉持「課程為本、跨域為體、交流為用」的精神,強調 「跨文化的交流、跨領域的整合、跨機關的合作、跨地 域的統整」的原則,邀集各區辦事處、國際教育中心, 並聯合地方政府規劃辦理先導參訪主題活動。
  • 以國際交流課程為基底,結合SDGs概念,融入課綱國 際教育素養,並導入各地文史采風、實作體驗與產業發 展導覽,辦理各級學校增能培力工作坊,為接待國外各 級學校與國際交流蓄積能量。
  • 展現由各級學校、地方政府與中央部會的合作模式,串 連成點線面,共同協力推動國際教育。
  • 透過聯盟組織中的各區辦事處作為連繫平台,橫向連結 各縣市政府及縣市國際教育中心,強化各高級中等以下 學校國際交流互動。
